The quirk must have a cooldown time of 24 hours.
Before letting him go, she added: “We 'll tell the public that you got hurt fighting a villain and need to recover.”

The HPSC calls Hawks in because he hadn’t given them any useful information about the LOV. Since he refuses to speak, they punish him and activate a truth quirk with a 24 hour long cooldown. What seems to be a good way to get information from Hawks, soon backfires on them as a certain fire villain discovers what happened to Hawks.

At least, till Hawks comes by and starts indiscriminately swiping his Commission-provided card too. Discretionary funds, eh?
