He would’ve been startled by Hige speaking up for the first time in a while if he wasn’t Tsume, who doesn’t get startled.
“Done what?” Tsume asks gruffly, still looking straight ahead at the atmosphere that’s all wrong.
“You know what I mean,” Hige says, sounding annoyed. “I’m just slowing you all down at this point.”
In which Hige wants Tsume to kill him, in turn this is the last thing Tsume wants.

L knows that Light Yagami is guilty. And he is forced to accept that he will never be able to prove it.
So, just this once, he decides to break his principles and go above the law. He kidnaps Light and takes him to Wammy's house.
He's sure that having the kids interact with a real-life mass murderer will be a very educational experience indeed.
Or: Light is Kira, L is sick of how easily manipulated the police are, and he secretly wants to see what will happen if he forces Light into a domestic situation with children just as intelligent as he is.

When Aizawa left the task force headquarters, L never asked him for his emergency belt back. There wasn’t time, and it wasn’t significant enough to bother asking him after he was gone. Or maybe, the part of L he so rarely acknowledged had wanted Aizawa to always have a way of contacting him.
