Summary
Izuku has always wanted to be a hero but it's impossible. He's just a weak quirkless kid that could never dream of saving people with a smile of his face just like his idol All Might does. Hell, even All Might agrees. Hero work is simply too dangerous for a quirkless kid. He's determined to prove everyone wrong.
Hitoshi has always wanted to become a hero. Maybe it's out of spite, but he needs to prove to the world that even someone with a villain quirk can become a hero. Every foster home, every spiteful teacher, every mocking classmates, he needs to prove them all wrong.But it's hopeless. They get rejected from UA before they even have the chance to sit the exam. How unfair. But ultimately it all worked out. Hitoshi and Izuku become fast friends, and Izuku becomes friends with a villainous girl who is so kind that it's blasphemous to label her as such. Hitoshi and Izuku join the league of villains. Who cares? This is already more than anyone expected of them.

Summary
After a failed suicide attempt, years of bullying, and his mother's death, Izuku Midoriya doesn't think he has any option besides joining the League of Villains. After all, foster care is no place for a quirkless kid like him. Plus, working as a hacker and analyst for the League doesn't sound like it would be too bad. But, after meeting a hurt little girl in Overhaul's headquarters, Toga and Izuku can't just sit back and take orders from Shigaraki anymore. With some careful consideration, Izuku figures a villain reformation program at UA doesn't sound horrible, even if it means having to put up with Bakugou.

"Without a word, Shinsou turned and left, taking long and fast steps straight to the bathroom, where he promptly locked himself in a stall. His knees buckled and his head hung over the porcelain toilet as he heaved, throwing up everything that he had eaten that day.
UA had muzzled Bakugou. No one seemed to care.
