Izuku falls headfirst into wet concrete for Shoko and he's not getting unstuck any time soon, the only problem is everyone around them.

Shoto Todoroki realized what was wrong with the Hero System when he was eight years old.
He realized that the heroes everyone looked up to were corrupt and greedy and not all who he thought they should be.
So when the time comes, he joins the league of villains to try and change the system.
Shoto remained in his childhood home with the intention of making it into the prestigious hero high school UA as a mole. He was going undercover to recruit students for the league.
But of course things never go to plan.
He was never supposed to catch feelings for one of his targets. An explosive and loud blonde who seemed unable to stay away from Shoto.
And suddenly, the more time Shoto spends with Katsuki, the more he struggles with carrying out his plan... because to do so, he has to hurt Katsuki.
And that becomes harder the more he falls.
Shoto had never regretted becoming a villain... until Katsuki. -

Mikoto and Kazuno Higasa likely wouldn't know what to do with themselves if they ended up in a life without arguments. They both loved their parents, but it was difficult to get along with them sometimes.They were identical twins with similar dreams. One would think that would put them in competition of each other, but most of the time, they simply had to share their dreams. It wasn't their decision to do so, but it was the path they were set on by their parents.
Mikoto was much more carefree. At least, that's what she would like people to think. She struggled a lot more than her sister when it came to classes. She wasn't as strong and didn't have as much book smarts.
Aside from their family drama, they had a huge turn of events.

Shouto was 3 when he became a big brother for the first time. Though the memory is foggy, he clings to the shimmers of that day as tightly as one clings to a raft at sea.
He saw Mama in the white hospital bed, holding two little blankets, one pink, one blue. He called out to her and she smiled with the prettiest smile in the whole world because that's his Mama and she's okay.
(With age though, he realised just how exhausted her smile was, just how dull her eyes were, just how much pain she was in-but through it all, she held Natsuo and Fuyumi safely)
He scrambled up the bed, begging her to let him hold his little siblings. She laughed and said he was too small to hold them, but he could see them.
Their faces were all red and smushy. They had white hair, like Mama and him. They were ugly and gross and silly.
He loved them at first sight.
"I'll protect them, no matter what Mama!"
Everything he has done since that day has been for Natsuo, Fuyumi, Touya and Yukiko. His whole world. His younger siblings.
This is the story of how Shouto Todoroki protected his family... and was saved by his Hero, too.

Summary
Growing up with a useless Quirk is almost as bad as growing up without one at all, and his is one of the most useless Quirks he's ever heard of. Being able to see with his eyes closed might not make for a great hero, but Izuku Midoriya doesn't let that get in the way of his dream. After a chance encounter with All Might himself, he has the opportunity to make his dream a reality. With One For All, he finally has a Quirk he can use to save lives, but his physical strength isn't the only thing One For All enhanced; Izuku's useless Quirk is getting stronger too. As if mastering one powerful Quirk wasn't hard enough, Izuku now has to deal with his new-and-improved previously-useless Quirk as well, and fast. The League of Villains isn't going to wait around for him to be ready after all.
