Civilians run away from the disaster that is All Might facing down a mysterious, horrendously strong villain. Heroes try to evacuate anyone still in the containment zone as buildings are crushed by the after effects of attacks. Suddenly a yelp is heard from a civilian man attempting to avoid falling debris as he is ushered beyond the line. In his surprise, the man accidentally shoots a bright white light from his hands. This light sails - lazer straight - through dust and rubble before it strikes the distracted villain from behind.
Live on national television, viewers stare in shock as the villain is fully enveloped in the light. The shine ends with a *pop*, revealing a toddler where once stood an imposing figure. The child looks around, confused, and begins to wail. Heroes waiting on the sidelines rush in the collect the child and transport the heavily injured All Might to a hospital for medical care.

To say All Might is confused at this turn of events is an understatement. One moment he is facing his arch nemesis, the man who caused the deaths of nearly every previous One For All holder, and the next he is staring at a toddler. A tiny child too small for the cloth falling in a puddle around him. Frozen in shock and utterly exhausted, All Might could do nothing but follow the directions of his fellow heroes as they escort him into an ambulance.
One healing session later he checks himself out of the hospital, Recover Girl's terrifying future scolding be damned. Ok, maybe he will regret this decision later, but for now figuring out who that child is and where All for One went is priority. He can sleep when he's dead, thinks Toshinori, it's not bound to be long at this rate.
When All Might in his civilian form arrives at the police station to meet with the detective, he is not ready. Nothing could have prepared him for the shock he is about to receive.
"Hello Toshinori, please take a seat," Detective Tsukauchi greets. Once the man settles Tsukauchi continues, "while you were getting healed we researched who the kid is."
"Have you found his parents?" Toshinori inquires.
"About that - we have found his family, but not in the sense that you mean."
Tsukauchi pauses for an uncomfortably long time, seemingly done with this case, mentally speaking.
"...and?" Toshinori prompts, unsure if he truly wants an answer given the detectives expression.
"and...that toddler IS All for One. We confirmed that with DNA. But he is also..." here Tsukauchi pauses again, taking a deep breath as if gathering himself to deliver bad news. Meanwhile Toshinori sits stock still in a mix of shock and anticipation. "he is also that hero student, Izuku Midoriya's, biological father. It showed him as a close match when we were checking the system for family to contact."
Toshinori sucks in a quick breath before coughing uncontrollably. Once the fit calms, he looks back at the detective with a hint of panic in his eyes hoping for this to be a joke. "You are absolutely sure?"
"Yes."
"So, what do we do now? How did the most powerful villain known to history become...that small thing?"
"Ah, that might be better answered by Mr. Jin. He's in one of our more relaxed offices right now waiting on a decision from us. Apparently it is his quirk to blame."
"Do we know when it will wear off?"
"Never. Unless Mr. Jim himself reverses it. All for One has only the memories from before the age the quirk has set him to."
"What are the options, then? Can we reverse it?"
"That's the thing. The Hero Commission thinks it would be best if we left him as he is - try to raise him on the right side of the law. It would be easier than attempting to contain an evil mastermind."
"Is that really the best decision? Why would such a man deserve a second chance?"
Tsukauchi sighs again, rubbing his temples. "The party line is that since he no longer has any of the quirks he's gathered over the centuries, combined with no memories of wrongdoings, the child is technically innocent and cannot be treated as the same person. Plus, they are afraid even with the best security of Tartarus a fully powered All For One would still be able to escape."
"So you are saying this is the best way to negate his powers. Who is going to take care of him, though? Surely sending him to an orphanage would be a terrible idea."
"That is where the Midoriyas come in."
Toshinori's eyes widen not for the first time this conversation. The Hero Commission wants to put a dangerous (former?) villain in the household of a civilian and a teenage hero in training?! That sounds like a recipe for disaster. He does not dwell on the fact that, as a hero, he has already put them in danger by giving the boy One for All.
