Oscar is Just a Guy™. A very sauve and laid-back guy, if someone spilled fish gravy on his favourite khaki shorts he'd say "no worries mate, what's done is done" in his stupid, but undeniably hot, australian accent.
Lando has a huge, freako, crush on this Guy™ but unfortunately in Oscar's eyes, he has committed some sort of a crime that must be punishable by death in 37 countries because he is the only person receiving this standoffish treatment from Oscar.

Summary
Lando sneaks into the library after hours to “borrow” a restricted book for a prank. Oscar, as the responsible Ravenclaw prefect, catches him. Instead of turning him in, Oscar corners him between the shelves, scolds him in a low voice, and makes Lando promise to behave. But the way Oscar leans in—mature, in control—leaves Lando a little too breathless to argue.
