Maybe deep down Shoto already know.
Fuyumi's sad eyes as she watches the video recorded of Touya, her dark grey eyes have a similar haunted look like how Mother used to have. and Shoto knows that it will be her nightmare for years.
Shoto wonder if one day will she break like Mother too?
Since it seems it runs in the blood.

Natsuo's haunt looks as he covers his ears with loud music like it will make their oldest haunted laugh as he burns a life away, as he claims that he was sad that Father didn't die, without regretting being a culprit of almost dead little brother.
Because he can't compare the ghost of Touya in his memory with Dabi
Because he used to know the Touya that Shoto never met, received a smile that isn't a threatening grin. be close enough to touch without being burned.
Mother's eyes are still the same gentle even though she gains an act of bright courage, but Shoto can still feel the guilt that dripped down in every word. how she hold both hands together when near a sharp object like she was scared.
Of herself. how she never goes near the kitchen.
Shoto thinks of the phase that Touya said.

And then see how past haunted Endeavor like a vengeance ghost. the hollow cheek, the dim light eyes, and Shoto knows.
Despite all hope and wish that everything will end well, like how he jokes with Bakugou and Ilda over which favorite food his brother would prefer.
Shoto thinks he already knows.
As he looks inside that fade of remorse in that bright blue eyes.
The eye that burns bright like his flame.
He knows that Hero's duty is to save.
He also knows that only those that want to be saved can be saved.
That is why he didn't say he will save him.
That is why he said he'll stop him.
Before the fire will burn the husk of his older brother and leave with only ash to place on the altar.
Shoto can't save his brother who refuses to be saved.
But he can stop Touya before he can fall deeper.
Before he can drag everyone down to hell.
Before he has truly gone and never got a chance to be saved at all.
