Season Five had a lot of ironies, like Dean getting mad at Gabriel for not fighting his brother Lucifier, and Team Free Will putting Adam in lock down to stop him from choosing to say yes to Michael, especially when they have no alternative plan.
I dunno if their alternative plan included putting Michael down there too, if they don't, Michael will try to get Lucifier out again, maybe, but by putting Michael down there, heaven was without a leader and it lead to the civil war.
