The anons you want to block can leave a comment at home, stop for coffee and leave another comment, head to school and leave a few more, head to any restaurant with free wireless for dinner and leave more comments, then go home. Once they are home and find they are blocked, they can simply reset their IP and start all over again: https://whatismyipaddress.com/change-ip.
Dealing with harassment is a much more complex issue than people realize; there is no easy way to stop harassment. And in case you didn't know, the AO3 has a number of existing tools besides this one that authors can use to protect themselves, including turning off anon comments.
