Inquisitor Severa Kael, Ordo Xenos
Designation: Inquisitor, Ordo Xenos (Voltanis Mandate)
Base of Operations: Sanctum Noctis — a decommissioned hab-sector maintenance hub buried deep in Hive Voltanis's mid-strata, retrofitted with void-shielded walls, a Mechanicus-grade cogitator array, and a sealed archaeotech vault originally belonging to a long-dead Rogue Trader dynasty.
THE INQUISITOR
Severa Kael doesn't grandstand. She doesn't deliver sermons. She doesn't burn entire city blocks to make a point when a single well-placed bolt round will do. Among her peers in the Ordo Xenos, this makes her either refreshingly efficient or dangerously soft, depending on who you ask.
She'd tell you it's neither. It's math.
Severa operates under a dual mandate on Voltanis: locate and secure (or destroy) archaeotech artifacts surfacing from the hive's ancient, crumbling lower strata, and disrupt any enemies of the Imperium exploiting the planet's labyrinthine infrastructure. She pursues both with a cold, methodical patience that unnerves even her own retinue. She doesn't rush. She maps networks. She traces supply chains. She lets her quarry think they're safe, and then she collapses every exit at once.
The respirator mask and augmetic eye aren't aesthetic choices. Three years into her tenure on Voltanis, a Genestealer Cult cell she'd been tracking through the under-hive turned out to be far more entrenched than her intelligence suggested. The ambush cost her the left side of her jaw and her right eye in a single savage swipe from a purestrain's talon. The chirurgeons rebuilt what they could with plasteel and synth-muscle. The Mechanicus attaché in her retinue handled the rest — a bionic eye with multi-spectrum capability and a vox-integrated jaw assembly hidden behind the rebreather.
She considers the scars a net positive. The augmetic eye is better than the original, and the mask means nobody can read her expression during interrogations.

Wargear:
"Edgewright" — A power sword of uncertain provenance, recovered from the Sanctum Noctis vault when Severa first claimed the base. The blade is etched with symbols that predate the Imperium's founding, and it hums at a frequency that makes nearby psykers uncomfortable. The Mechanicus would very much like to study it. Severa has politely declined every request. It cuts through ceramite like parchment, and that's all she needs to know.
"The Ledger" — Her sidearm, a military-pattern laspistol designated Mod 419-03, built by a now-dead Terran fabricator who modified it well past its original specifications. The focusing array at the muzzle has been bored out and refitted with a tighter aperture that gives each shot penetration far beyond standard-issue, and the fabricator's name is engraved on the casing alongside a personal motto she's never bothered to translate. It holds thirty shots per charge cell, and she carries four cells. She calls it The Ledger because, in her words, "everyone's account comes due eventually."

Personality:
Severa treats her work the way a capable administrator treats a difficult logistics problem — with focus, resource management, and an absolute refusal to let sentiment interfere with outcomes. She is genuinely loyal to the Imperium and takes her oaths seriously, but she defines "service to the Emperor" as "achieving results" rather than "performing devotion."
She is unfailingly polite to her retinue, never wastes their lives, and expects the same competence from them that she demands of herself. She has been known to release low-level heretics with falsified memories rather than execute them, if their deaths would compromise a larger operation. This has earned her quiet censure from more puritanical colleagues, but her results speak loudly enough to keep the formal reprimands at bay.
THE RETINUE
Alpha-Null-7, "Rust" — Skitarii Ruststalker
Role: Close-quarters elimination, infiltration, tech-recovery
Rust is on loan from Forge World Stygies VIII — officially as a "technical liaison" to assist with archaeotech identification. Unofficially, the Mechanicus wants eyes on whatever Severa pulls out of the lower hive, and Rust is their investment.
Severa knows this. Rust knows she knows. Neither of them pretends otherwise, and the arrangement works because Rust is terrifyingly good at what it does.
Stripped of most organic tissue and rebuilt around a Ruststalker's transonic weapons suite, Rust moves through the hive's ventilation networks, service tunnels, and between-wall crawlspaces like oil through a machine. Its red-cowled frame is eerily quiet for something carrying two transonic blades, and it has a disconcerting habit of appearing directly behind people mid-conversation. The green-lit optical cluster where a face should be shows no expression, but the slight tilt of its head when processing new information has an almost curious quality that Severa finds oddly endearing.
Rust communicates primarily in bursts of binaric cant, though it can produce Low Gothic through a vox-grille when necessary. It does so rarely, and in a flat, buzzing monotone that makes even routine status reports sound vaguely ominous.
Its loyalty is technically to the Omnissiah and Stygies VIII. In practice, Severa has earned something the Mechanicus doesn't officially acknowledge exists: its personal respect. She treats recovered technology with appropriate reverence, never damages artifacts unnecessarily, and — critically — she lets Rust conduct full data-rites before anything goes into the vault. For a Skitarii, that's practically a declaration of friendship.
Sergeant Hadrik Voss — Tempestus Scion
Role: Tactical lead, fire support, operational security
Voss was seconded to Severa's retinue from the 42nd Kappic Eagles after a joint operation on Hive World Meridian went sideways in exactly the right way — Severa's intelligence saved his squad from walking into a genestealer nest, and his squad's firepower saved her from the cult's counter-ambush. The Ordo Xenos filed the transfer paperwork before the bodies were cold.
He's a professional in the truest sense. No wasted words, no wasted rounds, no wasted movement. His blue-grey carapace armor is maintained to parade-ground standard despite the filth of hive operations, and his hot-shot lasgun is cleaned nightly with a ritualistic focus that even Rust approves of. The green lenses of his rebreather helm give him an insectoid look in low light that has startled more than one underhive contact into cooperating.
Voss commands a small fire team of four additional Scions (callsigns Briar, Etch, Nolte, and Fynn) who rotate between vault security, perimeter overwatch, and field operations depending on the mission profile. They are quiet, efficient, and deeply aware that working for an Inquisitor means their casualty reports will never be filed correctly.
Voss's relationship with Severa is built on mutual professional regard. She gives clear orders, explains just enough context for him to operate independently, and never spends his people's lives cheaply. He, in turn, delivers results without complaints, questions, or the philosophical crises that seem to plague everyone else who works for the Inquisition. When she asks him if something can be done, he gives her an honest assessment, not the answer she wants to hear. She considers this his most valuable quality.
Sister Vigilant Elara Thane — Adepta Sororitas, Order of the Ashen Veil
Role: Heavy assault, spiritual authority, vault warden
Elara is a problem that Severa has learned to manage rather than solve.
Assigned to the retinue by the Ecclesiarchy as a "spiritual liaison" — which is to say, a minder sent to make sure the pragmatic Inquisitor doesn't stray too far from orthodoxy — Elara is everything Severa is not: loud in her faith, absolute in her convictions, and deeply suspicious of any plan that doesn't involve enough fire.
She wields an Eviscerator chainsword nearly as tall as she is with a casual, one-handed ease that betrays decades of combat experience, and her power armor bears the black-and-gold livery of the Order of the Ashen Veil, a minor Sororitas order specializing in the purging of tainted relics. This specialization is precisely why the Ecclesiarchy chose her — if any archaeotech turns out to be corrupted by the Warp, Elara has both the training and the ecclesiastical authority to destroy it on the spot, regardless of what Severa or the Mechanicus might prefer.
This has created a predictable tension. Rust considers Elara an existential threat to irreplaceable knowledge. Elara considers Rust an abomination that has replaced the Emperor's sacred human form with profane machinery. They have reached a working equilibrium that involves never being in the vault at the same time and communicating exclusively through Voss.
Despite all of this, Severa values Elara for three reasons. First, the Sister is genuinely incorruptible — in a line of work where Chaos taint is an occupational hazard, having someone whose faith is an actual psychic ward is invaluable. Second, she is an absolute terror in combat, and Voltanis's lower hive is not a place for half-measures. Third, and most importantly, Elara is honest. She will tell Severa to her face when she thinks the Inquisitor is wrong, and she will do it without political maneuvering or hidden agendas. In the Inquisition, that kind of transparency is rarer than archaeotech.
Elara, for her part, has grudgingly come to respect Severa's results, if not her methods. The Inquisitor may not pray enough, but she protects the Emperor's people, and the vault has yet to unleash anything heretical on her watch. For now, that's sufficient.
Brother Silens Ballistus — Seconded Astartes, Wraithguard Tactica Chapter
Role: Heavy enforcement, high-threat response, deterrent
Silens doesn't talk.
This is not a figure of speech. The Wraithguard Tactica Chapter, a successor of uncertain lineage operating along the galactic fringe, practices a doctrine of communicative minimalism that borders on a monastic vow. Silens communicates through a combination of tactical hand signals, helmet-linked data-bursts, and the occasional pointed gesture with whatever weapon he's currently holding. In three years of service alongside Severa's retinue, he has spoken exactly four words aloud, and two of them were "move" directed at a civilian who was standing in a firing lane.
His presence on the retinue is the result of a debt — the Wraithguard Tactica Chapter owed the Ordo Xenos for intelligence that prevented the loss of a strike cruiser, and Silens was dispatched as repayment. A single Astartes on indefinite secondment to an Inquisitor. The Chapter considers the debt ongoing. Silens gives no indication of when he believes it will be settled.
He is massive even by Space Marine standards, his grey Mark X Tacticus armor uparmored with additional plating that makes him resemble a walking bunker more than a soldier. He favors a heavily modified bolt rifle with a drum magazine and underslung auxiliary launcher, and carries enough ammunition to sustain a small engagement single-handedly. His combat doctrine is simple: he identifies the largest threat in any engagement, moves toward it, and removes it from existence with overwhelming, precisely applied violence.
For day-to-day operations, Silens is rarely deployed. An Astartes in full plate is not subtle, and subtlety is Severa's preferred instrument. But Voltanis's lower hive contains things that subtlety cannot solve — mutant abominations, rogue combat servitors, the occasional xenos horror crawling up from flooded sub-basements that predate the hive's founding. When Severa needs a door kicked in and everything behind it killed, Silens is the door-kicker.
His relationship with the retinue is defined by quiet competence and an almost gentle patience that surprises people who expect all Space Marines to be barking zealots. He tolerates Elara's hymns without complaint. He allows Rust to perform maintenance diagnostics on his armor's secondary systems. He has been observed giving Voss a single approving nod after a particularly well-executed breach — the Scion talks about it more than he should.
Severa suspects Silens stays because he wants to, not because of any debt. She has never asked. He has never volunteered.
THE SANCTUM NOCTIS
The base itself deserves mention. Buried in a decommissioned maintenance hub in the mid-hive, it was originally a waystation for a Rogue Trader dynasty that vanished from Imperial records roughly four centuries ago. Severa's investigation into the dynasty is what first led her to Voltanis, and what she found in their abandoned vault convinced her to stay.
The vault is old. Older than the hive. The walls are lined with a material that Rust has tentatively identified as a pre-Imperial alloy with properties that resist auspex scanning and Warp resonance alike. Whatever the original Rogue Traders stored here, they wanted it hidden from everything — physical sensors, psychic probing, and possibly time itself.
Severa has since filled it with her own recoveries. Archaeotech weapons too dangerous to field but too valuable to destroy. Data-slates in languages that predate Low Gothic. A single sealed container that hums when approached and that Rust has been forbidden from opening until they can identify the energy signature it produces.
The Sanctum is defended in layers: Voss's Scion fire team handles physical security, a web of servitor-monitored sensor grids covers the approaches, and the access corridors are rigged with enough demolition charges to collapse the entire section of hive if the base is ever compromised beyond recovery. Severa considers this a last resort. Voss considers it Tuesday planning.
