RA9 is an underground bar and tattoo studio close to Detroit's port run by the Kamski brothers. Despite being mostly frequented by dangerous people, it is quite a peaceful place.
The gangsters, corrupt policemen and assassins know they can go there to chill, get a drink and new tattoos without worries due to the place's 'no fights and no killing the other customers allowed within the block to avoid causing problem with the local police force' policy. But that doesn't really mean everyone follows the rules.
Sometimes a newbie gets out of line. And sometimes someone ends up becoming fish food.
Elijah does like his rules very much - he likes enforcing them.
Gavin on the other hand doesn't really care. He just likes whiskey. On the rocks. Oh, and cats.
Gavin really loves cats.
Connor likes caring for Hank, Richard likes caring for Connor, Hank is very protective of the two androids even if he has a weird way of showing, and Gavin... well, Gavin is not important.
That's ok though because he's used to not being cared for.
Being set aside when he is no longer needed is just the story of his life.

Emotions really were strange, Richard noted. He was sure Connor was thinking the same as they watched the detective’s stress levels rise.
"It was all a lie." Gavin tilted his head. He looked hurt. "Y-you...lied...to me..."

Gavin is an idiot, but at least he's sure of his feelings. But Nines, not so much.
Gavin is sick and alone and hurt, while Nines is struggling to figure out what exactly he wants.

That was the ultimatum Fowler delivers. Gavin learns to fix his attitude against androids, and as an additional measure, he takes on the new RK900 unit as his partner.
But in exploring the concept of Deviancy, Nines seems to take full advantage of Gavin's inability to fight back.
There's only so much pressure a single man can take before he implodes.
