Steve Rogers gave up on joining the army and worked for Stark Industries writing policy letters by hand. It's a dull job, right up until the office across the fire escape is given to an attractive stranger with one arm and no personal boundaries.
Was going to be PWP but then there was like... a little plot? Steve and Bucky if Steve & Bucky never met as kids, I guess.

The invitation, which Steve had received almost three months ago, is for a wedding. His childhood friend, Wanda, is getting married, and even though they haven’t spoken in years, Steve had still been pleasantly surprised to find that she had invited him to attend the big day.
The only problem is that Steve doesn’t really want to go.
If Wanda’s getting married, that means Brock is going to be at the reception as well. Brock Rumlow, who is is Wanda’s older, considerably more promiscuous step-brother, and coincidentally also Steve’s ex-boyfriend...
When Steve's social anxieties makes him spiral into near-panic at the thought of attending his ex-boyfriend's sister's wedding by himself - single and alone - he turns to his best friend for advice. Bucky's solution is just as comforting as it is crazy, but damn it, Steve never could argue with Bucky's logic. And really, pretending to date his best friend shouldn't be all that hard.

Everyone has a soulmate. Everyone.
Since the counsel has been keeping records, there has been one exception to that rule, and considering the man, no one was very surprised. After all, Captain America, ne Steve Rogers, was the exception to all the rules.
So when he plunged into the Atlantic in a plane loaded with enough explosives to take out the entire Eastern Seaboard, the nation mourned him, but the counsel breathed a sigh of relief. Their perfect record - a soulmate for everyone - was intact.
When Bucky is five or six or seven, he has his first bonding dream.
It starts in October: the sun is shining, the leaves are falling, and Steve Rogers is Captain of the Toronto Maple Leafs.

Steve Rogers is a good man. His friends have told him so on numerous occasions, but this might actually be more bordering on "stupid" rather than "kind".
Because what else would you describe the act of inviting a complete stranger - and thief - into your home over the Holidays?
Steve isn't quite sure what to call it himself, but fact is that when it comes to the case of Bucky Barnes, Steve's actually pretty okay with being referred to as an idiot, as long as it keep the other man safe.
And to Steve's defence, it had all started out with such good intentions...
