What if Izuku Midoriya and Katsuki Bakugo were born girls instead of boys? Follow Izumi as she tries to become a hero while juggling friendship, romance, and issues way too big for someone her age to be expected to handle.
PS: There'll be some chapters that follow other people, such as Todoroki or Fem!Bakugo more than Fem!Midoriya. Especially as more characters come into the fic. But the story will still be mostly focused on her.

“Are you in love with him?” There was a softness in Kacchan’s voice that Izuku ever rarely heard - in fact, the last time Kacchan spoke so gently and comfortingly was when they first came to Hogwarts and Izuku had been terrified of being a wizard. When he looked up, Kacchan stared at him unwaveringly, his eyes unguarded and the gruffness of his words gone.
(Was he? Was Izuku in love with Shouto?)
“Maybe,” Izuku muttered, hands trembling slightly and his heart even more so. “I… I don’t know.”
“He looks at you.”
“He looks at you,” Kacchan repeated, like he could hear Izuku’s inner question. “He always looks at you. In class, in the halls, at the field, when we’re eating. We’re surrounded by magic," Kacchan said, gesturing around them and the comforting feel of the Room of Requirement’s magic that gently surrounded them. “But all he can look at is you.”
Kacchan cracked a smile, small and a little toothy but somehow more charming than his wide grins. “Like you’re the most magical fuckin’ thing he can see.”

Where Izuku gets a quirk naturally and Katsumi is too introspective for her own good.

He insisted her hair be cut short, long locks cropped to her ears. Shouko’s childish complaint that she looked like a boy was met by a harsh slap across the cheek by her father, her young body skidding across the floor from the impact.
She didn’t complain about it again.
Female rebellion, the clashing love for your mother and the terror that you'll end up just as she has, childhoods denied- and the way Shouko Todoroki starts to heal.
