The Niflheim Empire is experimenting on human-animal hybrids, trying to make the perfect soldier. When one of their experiments is stolen by Lucian soldiers, it's decided that the best thing to do would be to remove the non-human appendages and raise the child as a human. No-one thinks about the issues that this might cause.
Or: Prompto is a catboy, and it's such a big secret that even he doesn't know about it.
