See, here's the thing.
Atsushi loves to help people. Part of it is some warped lesson he learned from his time at the orphanage. He is not so blind to realize that even now the headmaster's words still rule his life. He can only imagine his value by how much he helps and saves other people.
But at his core, he is still soft. He likes to help. And being at the Agency proves the point, like there's still some good in the world.
He is, however, horribly pragmatic.
