Summary
This series is a White Collar/Fallen London fusion co-written by Sholio and Frith-in-Thorns. Master lists sorted by both internal chronology and posting date are available at Frith's LJ. (The list below is ordered by internal chronology.)
Fallen London (the game) is set in a Victorian-era alternate-history London sunk beneath the surface of the ground. And that's really all you need to know. Additional notes on pertinent game mechanics, plot, etc. are available in the notes for each story. Generally speaking the entire series is gen (with occasional hints of canon pairings: Peter/Elizabeth, Diana/Christie) but may occasionally be read in a P/E/N way as well.
Three decades ago, London was stolen by bats. Dragged deep into the earth by the Echo Bazaar. The sun is gone. All we have is the gas-light of Mr Fires.
But Londoners can get used to anything. And it's quiet down here with the devils and the darkness and the mushroom wine. Peaceful.

“Schedule new meeting…oh.” He clicks on the button and is instantly bombarded with an options menu. Title, description, start time, duration—he remembers this part, Shen Wei thinks, he can do this.
Ten minutes later, staring uncomprehendingly at his reflection in a black screen when his laptop dies just after he finishes setting up and pressing “start” because he’d forgotten to charge it last night, Shen Wei realizes that He Cannot Do This.
(For pandemic reasons, Dragon City University temporarily moves their classes online. Shen Wei suffers. A lot.)

Summary
Zhao Yunlan is the chief of an organization that definitely is not the secret police. Shen Wei is an ordinary biology professor. They've never met. The strange events taking place in Dragon City are being addressed by the proper authorities and pose no danger to the citizens. Anyone displaying symptoms including headache, high fever, and disorientation should seek prompt medical attention for the best prognosis.
