Of course Stede knew that Ed was still wearing his cravat. It was pretty obvious when he was returned a shirt, breeches, stockings and shoes but no cravat once he had finally descended from the crow's nest. Since he and Ed had only made their pacts mere minutes before, he hadn't wanted to upset him. Who knew how the pirate would react to someone pointing out his possibly sticky fingers?
Naturally, Stede understood that the more likely scenario was that Ed had simply forgotten that the cravat was not his. It was black, after all, and fit in much more with his attire than Stede's.
