Sabo raised the right arguments with Garp; if they do join the marines, it would mean their dead.
In between Ace and Luffy's fathers and Sabo looking enough like the both of them to be mistaken for blood brothers, they would all get executed the moment higher ups make the connection to who their father(s) is (are).
Loving his grandsons more than he could ever be able to just stand aside as they get killed for something out of thier hands, Garp realises that forcing them to be marines would mean their dead. Doesn't mean he can't train them to take one marines when they do set out to sail.
Before he leaves them again in the Forests on Dawn Island, Garp gives each of his grandsons (as well as his revolutionary son, and a certain red-haired nuciance) a den-den bred from a white den-den and a regular one. Meaning they will be able to keep in contact without anyone intercepting the calls. The tide has turned just because of that, with a family sticking together no matter what.

The sun rose and her new family blew to bits. Alex begged for his life and she had no mercy to give.
Before she walked out of the mansion, the empty chair at the head of the table caught flames.
On the steps it was peaceful. She lit a cigarette and blew out the smoke towards the brightening sky. Someone stood in front of her.
“I ought to have been more specific from the start”, they said, voice a vibration that made her teeth hurt.
Grace looked up to face… nothing.
The figure continued: “You have fought to release me from my contract with the Le Domas family –”
“Actually, I fought to fucking stay alive”, she spat.
It had been 10 years after the events at her wedding, 10 years after her husband's family tried to sacrifice her, 10 years after she saw the motherfucking devil, Grace has moved to New York with her daughter and moved on.
Until she finds that God damned box on her dining table and thinks "oh fuck."
As Law heard the click of the gun, he knew his options: there was a body within the vicinity of his room that he could switch out with and fool Doflamingo, or Law could just say fuck it, and let the soul mate bond do its work. And honestly, Law was rather curious how far back Luffy would be taken... Today had been quite terrible after all.
