Shouta had planned the off-campus patrols to be a safe and reliable method of building trust between students, and a way to crack his two problem children open and figure out what makes them so incredibly determined to oppose each other at every turn.
He just hadn’t planned cracking them open to be literal.
Or, Shouta goes digging into Midoriya and Bakugou’s past, and a collapsing building and a villain with a fear quirk gives him more than he bargained for.

To get a better idea of Underground Heroics, Class 1-A is playing TAG - The Assassin's Game. An elimination game where nowhere is safe, not even the dorms.
How will the students handle the pressure? The betrayals? Will this be the end of any friendships?

“Why”, Shouta demanded, “would you become a vigilante?”
The man looked a little confused at the questioning, but he still went along with it. “Being a hero just seems like too much paperwork.”
Shouta, who was already internally complaining about the amount of paperwork this would cause, let out a little growl under his breath. Then, all of the sudden, a lightbulb went off. Then a few more. Fucking police cars and their flashing lights. Shouta’s migraine couldn’t deal with this.
Then a metaphorical lightbulb went off.
Aizawa Shouta is a man who likes everyday things like loving his husband and catching criminals. He does not, however, enjoy that the latter causes paperwork that limits the former. He finds a way around it.
