With the fall of SHIELD, funding for the Avengers Initiative has stopped. Steve Rogers has $3,000,000 in the bank, which won't buy a Learjet, let alone a Quinjet. They can't go to the government for money because they would just tie them up with red tape and keep them from doing their jobs. As such, they go to Tony Stark for funding, certain that Iron Man will help their cause.
