Summary
It’s not that Shiro had hated Lotor before.
In fact, for the most part, he was indifferent to him (which probably ticked him off more than if he had sworn revenge for his previous stunt involving their cartel). He thought of Lotor like a fly that wouldn’t leave him alone on a hot, summer’s day. He was persistent and annoying, but not necessarily something you waste energy being angry at.
