Schlatt returns from twenty years in limbo to a world where not even one full year has passed since his death. The world has changed drastically in the months since his presidential reign and he's found himself stuck in a deal he can't remember making, forced to work with the newly-budding country of Las Nevadas. The other voice had now gotten significantly closer and if Wilbur had half a mind in that second, he would've of called Techno to deal with it. But he didn't, not with the adrenaline of death waiting at his doorstep, the aura of his proposed murderer and the other boy who seemed to be his only chance of living currently.
There's just one issue, it's possible that Tommy is his missing brother.

The fight in Las Nevadas between his newly revived brother and his former good friend bought back buried memories, and Tommy resolved to just walk away from it when his ears started to ring.He never expected to collapse against a tree and wake up with Dream's fucking face hovering over him.
He never catches a break, huh?
TL:DR, Tommyinnit crashes through realities and wakes up somewhere entirely different, with the face of his enemy being his first greeting into the world.
