Now, to be clear, his intent was not to kill her.
He might have been (subconsciously, but still) trying to kill Tim, but he had no intentions of killing Mia. The opposite, actually. The goal was to scare Oliver into taking her out of the vigilante life, let her live normally. And yeah, he roughed her up a bit because he had to make the danger believable, and sure he blew up her high school, but what was he supposed to do? Not go all out on the dramatics? He was trying to make a point. Not that it matters, clearly, because she’s still Speedy. And yeah, he’s still pissed about that. It’s like he went through all that effort for nothing.
But hey, at least he sent an apology basket.
