In a world were Avian's are treated as property for just being Avian, Tommy and Purpled finally run away from their cruel owner, they go to L'manburg a small place for Avian's to be free. Tommy finds himself leading the people of L'manburg. A revolution in the hands of a fourteen year old boy Tommy has to find a way to free his people.
Officer's Techno, Phil, and Wilbur Watson are assighned to go to Logstedshire, investigate the Avian cases, locate and infiltrate L'manburg as "Avians" to gain imformation and take down the revolution but the three of them aren't quite sure its the right thing to do after seeing things from the Avain's point of view. Will they complete their mission and take down L'manburg or will they do what's right and join the revolution.

I unfold the piece of paper. “Dear Tommy,” it reads. I look down for the rest of the letter, but there is no letter. Simply two numbers scrawled across the page. Coordinates, actually.

But when Tommy starts accidentally overhearing conversations his family are having about him that he’s clearly not meant to, and his best friends run into a hero with a violent streak that Tommy didn't know heroes could even HAVE…
Well…
Things start changing.
Memories start surfacing and Tommy is given the opportunity to learn about them, about what heroes and villains are really like, to put his healing powers to good use and help get his friends’ kid back.
All he needs by the end is an alias, something suitably sharp and suitably healing, like a Briar Rose.

A deep voice from behind startled Ranboo, causing him to spin around, his veil fluttering from his face momentarily. The vigilante’s eyes instantly found the boar-skull mask that always hid Mobius’ identity as the other sauntered out from the shadows on the other side of the warehouse.
“W-what do you want?” the teen stuttered nervously, cringing as his voice cracked slightly through his voice changer, carefully keeping his weight off his left leg. The memory of pain still echoed in the joint.
“I see potential in you,” the villain answered, continuing forward. Ranboo reached for his whips and took a step back, before Mobius let out a small huff that could have been considered a laugh. “Relax, kid. I’m not here to attack you.”
“Then what are you doing here?” Ranboo pushed as much false confidence as he could into the question, removing one whip and gripping it tightly, but the man seemed to be able to sense his fear.
“I’m here to train you,” he said.
Ranboo’s eyes widened in surprise as he sucked in a breath through his black mask.

Techno went on autopilot, running to the wall and pressing his back against it, straining his ears towards the sound of the crash. He heard muffled grunts and shouts a few seconds before it finally clicked.
The news from the weeks prior, some violent extremist group for the opposing forces in whatever war was going on, spotted in multiple towns and cities.Rumors of people going missing.
Trains getting stolen.
Trails of blood leading to train tracks.
Within milliseconds, he was running after the assailants.Screaming.
Phil had never been scared before, Techno thought it wasn't possible. But when he turned the corner to see the masked men holding him down and away from Wilbur, covered in blood and disheveled, Techno had never seen anyone look more terrified.
If Phil was scared, then something was wrong.

Summary
Technically it's not Tommy, Tubbo or Ranboo's job to protect people. Technically they are thieves who steal for a living. But an ex-hero's training in combat makes for a lot of internal conflict when your district (and the districts around it) is full of crime and desperation. So they made a promise, every time they went out for a bout of petty thievery they would be on the lookout for people in need of help. It was an ok plan; they only ever had to follow it once a month when they really needed money for food and rent, but unfortunately, heroes don't take kindly to people without a license using enhancements to fight crime. So, even after a lucky opportunity to change careers, SBI is set on their tail and a whole mess of wind-ups and paranoia ensue.
