Now, at age 15, Midoriya enters U.A's support course. He makes friends, designs support items, but most importantly is the Support Department's green bean!

That's all he needs.
Izuku doesn't have One for All because All Might is a douche and gets into UA anyway through determination and spite.

Karma did not come for Katsuki Bakugo. Karma did not save Izuku Midoriya.
Karma merely brushed off Katsuki, but managed to salvage what was left of Izuku.
This world is more of the same. Only Karma decides to give Izuku a better coping method, to rebuild what was broken.
Karma does not come for Katsuki Bakugo. It has to bide it's time first.

Despite what most civilians and students would believe, even teachers, especially pro hero ones, got anxious, at best. It was almost guaranteed to come with the job, right there in the fine print, and if you were going to brave the field of hero work, you needed a solid outlet for it. A surefire way to ease some of the tension of a strenuous life off.
Maijima's just so happened to be holes.
