Jim has a different bond to Spike than Gibbs. Gibbs had the overwhelming drive to bond to Spike as his equal. Jim took Spike as his second and Jim is always the ranking Alpha, so in that regard you are 100% right. But the relationship is more complicated then that, Spike is also Jim's Guide so his Sentinel mental pathways kicked in, protect the Guide!. If Spike were to be lost Gibbs would be racked with terrible grief, but Jim would feel as if a part of himself were torn away. I think if Jim weren't there and Spike was truly wounded Gibbs would go into Sentinel brother mode, he would but pressure on the wound and give what first aid he could, but Jim has the higher claim on Spike. So with all things considered Gibbs did the Sentinel right thing and defered to Jim without a second thought.
