Summary
The Master is different. He has had more chances that anybody else will ever be given, but still the Doctor forgives him. Completely. It’s partly because forgiving those who don’t deserve it is what he does, and partly because he assumed that without his forgiveness the Master would never get better. And he needs the Master to get better. It occurs to him now, for the first time, that the perhaps the Master doesn’t need his forgiveness. And that, perhaps, he actually deserves to be forgiven.
