When Fa Mulan takes her brother's place at the Reaping, all that she is thinking about is saving his life. The world of Panem beings to dissolve, and she finds herself one of those who are blamed for the rebellion that has suddenly sparked into life - blamed by a government that will stop at nothing to punish those who act against it.
