Katniss Everdeen has never thought of herself as anyone's property, not even after her reaping, but there's no denying that the Capitol has gotten its use out of her as bloody entertainment. When she left the arena - before they tried to take Peetra away - she thought that was all they wanted. But this is the Capitol, the heart of Panem, and when you win one game, you've just bought your way in to another one.
