During what should be a peaceful, relaxing reunion between friends, trouble stirs when townspeople begin to mysteriously die. The only pattern of the victims is major bloodloss and bite marks on the neck. A team of "experts" is called in to get to the bottom of this. Unfortunately, no one individual is making this job easy on the others. The aristocrats don't want to work with the hunters, who have a problem with the consulting detective's snide remarks. And then there's the stranger who turned up out of nowhere who no one has seen or heard of before. But he can't possibly have anything to do with the killings.

Sort of inspired by earlier prompts.
Movieverse Odin didn't pass out in the middle of his confrontation with Loki regarding jotun heritage and so on. As such, Loki doesn't receive absolute power as king and doesn't reach the point of attempting genocide on Jotunheimr. Odin does, however, press new responsibilities on Loki as heir to the throne--raising expectations and incorporating stricter discipline. Because Odin does see Loki as his son, frost giant or no, and in the face of Thor's banishment plans to pass the throne to Loki.
Between a few months and a few years into this, Balder is born. Thor is still living on Midgard as a mortal, so for the first time Loki is put into the position of older brother.
I'd love for Loki on some level to see Balder as a threat to his position as king, or a rival for Odin and Frigga's affections...but at the same time have a grudging affection for his little brother. Even love.
Bonus if there's war or a threat of war with Jotunheimr during the years after Thor's banishment. I request against Balder/Loki because I haven't seen a single gen prompt for them yet, and am really curious what kind of dynamic they'd have as brothers.
