Vayne narrows his eyes. "Why would you think that?"
"Because there is a best Judge Magister to help you." She can already feel a faint tingle of anticipation. There are few things Bergan would recommend her for above all others. All have to do with her ability to bend peoples' will. The power is thrilling. She will gladly focus on that instead of Vayne's schemes, because there is no way to refuse him. She serves Archadia, and Vayne's taming of Dalmasca is Archadia's will.

Into this situation steps a new ally: Al-Cid Margrace. Al-Cid is dealing with a political morass of his own; although many within Rozarria are relieved to have stayed out of active hostilities, others had hoped to weaken Archadia and expand into new territory for the first time in fifty years -- and chief among the latter faction is the crown prince. Together and separately, Ashe and Al-Cid set out to discover new truths and forge new alliances on their path to a peaceful Ivalice.
And then Balthier reappears, to throw all of Ashe's plans and emotions into disarray.

After citizens of Rabanastre have been growing ill from a mysterious waterborne illness, Queen Ashe sends Penelo to go to the Archadian colony of Spira to recruit the help of the genius alchemist Rikku. There she becomes Rikku's servant for the duration of the assignment and they discover that Rabanastre's problem is one that's been plaguing the island for years. Now it's up to the both of them, Yuna, Lulu, and Auron to find the solution that will clean both Spira's and Rabanastre's water supplies, but not everyone wants to see Spira saved.
