They won't have to wait until Alex is released. The bond is so important in people's lives that it would be considered too strict to deny juvenile offenders contact with their bondmates, and as long as they show good behavior they can earn conjugal visits. There's also a belief that acknowledging can have a stabilizing effect not just on the bond but on the bondmates.
So it doesn't happen as fast as they'd like, but they don't have to wait too long to be together, and eventually Alex is released early into Armando's custody. Like seemingly everything else BD-related, we have a lot of ideas about how things go after this. :-)
