I'm guessing you're referring to the other people seen walking around Air Temple Island in the sneak-previewed second episode, people wearing the same type of clothing Aang wore and Tenzin's family wears most of the time. We may be properly introduced to one of those people later on, but right now I'm assuming that they're monks studying & practicing the Air Nomad traditions, but NOT airbenders. The reason for my assumption is that (a) Korra stated quite plainly in the sneak-previewed first episode that Tenzin was the only airbending master alive, and (b) Tenzin and his children are the only people seen airbending at all. I'm guessing that since the show creators said more than once that the air Nomads had the highest bending ratio of all the cultures because they were the most spiritual people, all those monks are studying and practicing the culture and spiritual traditions in hopes that perhaps latent airbending talent will kick in, or in hopes that their offspring will be airbenders.

Yeah, I'm basing this assumption on: 1) people in the Temple wearing Airbending monks/nuns attires 2) Tenzin is the only Master, but I don't think that title is so easy to gain. Aang was exceptionally talented airbender and an Avatar to boot so he got his arrows rather early. 3) The first two episodes are introduction to Korra and the City so I wouldn’t have expected everything to be shown

You keep mentioning sneak-previews of episodes. You didn’t watch the first two?
I saw the first two episodes on korranation.com on the special sneak-preview weekend back in mid-March, but I haven't and won't see them on TV when they air; no TV service in our house. This is the first time in nearly a year that I've actually missed it. :-( Well, if it's popular enough--and it already is--then there will be DVD sets coming out soon enough, and episodes posted online as well.

Pity..... *pouts* That was kind of irresponsible from Aang.
Yup; he didn't do his duty by his culture. But it was also rather irresponsible of him to let Ozai live, as a rallying point for all his supporters after the war, because he refused to let go of Monk Gyatso's teachings even when Avatar Yangchen pointed out his duty to the world. (sigh) Aang was a kid, and kids don't think about the far-reaching consequences of their actions.
On the point of letting Ozai live. Well, it's a similar situation to when you conquer something and there are legitimate heirs around. And they are underage children or babies or such. The right thing to do as an usurper is to eliminate the future source of problems, on the other hand - cute, innocent children; and are you a monster!!!
But for Ozai's particular case, I do not think it was Aang's duty to kill him. For one, he has a right to stand by his principles especially since his own judgment is crucial for maintaining the balance (doing his job that is). For another, he's a child-monk and there's no reason for that burden on his soul. Judge and jury in this case should have been Zuko or Fire sages or some others probably - they should well be aware of consequences of a coup and letting the ousted rulers live. Add to that problematic dynasty in question....
Furthermore, Aang didn't grow up in a world where everyone and their grandparents knew only a seemingly unending war. He is literally unable, I think, to grasp the full extent of consequences his actions will cause. And hell, if anyone is to blame for the whole mess is Avatar Roku who should have acted on time. Instead of 'Hey, my best friend is nuts, agressive and in a position to affect the world! Bad friend *slap the hand'.' And off he goes to live in his hut...
