I think, if I were Neal, I'd refuse to press charges against Ruiz. He'll probably lose his job anyway, but if it's Neal's testimony sending an FBI agent to prison, the rest of the Organized Crime unit will hate his guts. He's far too savvy to put himself in that position for the dubious revenge of seeing Ruiz in the slammer...
