   Tony's very strong without the suit - you don't smith weapons by hand by being a slouch. =) Just look at those arms!

   All that said, Natasha can take him down in melee in about 0.2 seconds, blindfolded with her hands tied behind her back. So...always room for improvement.

      Strength =/= skill. XD Especially not the skill to stand up to a super-secret, infiltration and hand-to-hand specialist. LOL Steve, if comic book canon via Wiki is anything to go on, is probably the only Avenger on her skill level. At least, he is after a while.
